End of support for Python 3.6 in the next version of PyThaiNLP

Hello everyone! Now, Python 3.6 EOL is 2021-12-23. It is just only months away from now.
I think we should to end of support for Python 3.6 in the next version of PyThaiNLP and upgrade code base to use new features of Python 3.7.
