Graph serializer doesn't pass base uri when output is file #2976
Description
The serialize method on the graph class doesn't forward the 'base' property to the serializer when a destination is string file path.
I'll look into adding a test later (this will take some reading time on my part), adding a PR to show what is missing for now.
