[TE] Fix issue with hipify-torch mapping std::max to ::max

This happens for several math functions, and the only hostside version of the function in the global namespace is an int. This leads to several rounding to 0 or off by 1 errors.

Will submit a PR to hipify-torch, then make changes within TE accordingly.
