build-test-analyze workflow is broken

It appears to be failing during the adios2 cmake configure when it can't find perfstubs:

The odd thing is that perfstubs is 'vendored' (i.e., the source etc. is copied into the adios2 repo, https://github.com/ornladios/ADIOS2/tree/master/thirdparty/perfstubs) so I'm not sure why it wouldn't just use it. Note, the adios2 version redev CI is using is from 2023 (2.9)... but even that very old version has perfstubs vendored (https://github.com/ornladios/ADIOS2/tree/aac4a45fdd05fda62a80b1f5a4d174faade32f3c/thirdparty/perfstubs).

Since ADIOS2 wraps perfstubs as an interface, it seems not to be available in the install path or CMAKE_PREFIX_PATH, so we can't find it with find_package. I've made this work by:

1. Enabling BUILD_SHARED_LIBS and ADIOS2_HAVE_PROFILING
2. Remove find_package, use adios2::perfstubs as the target instead of perfstubs
3. Manually including the path of perfstubs headers from the ADIOS2 source

I don't know if there are better workarounds on this. Do we want to enable these options in CI?
