Should the array indices start with 1?

Nah. I think you should decide on max length for an array. Then count down from that number.

instead of returning an error, using 0 as index should give an unexpected result. you don't want the language to be to helpful. maybe return the last element or the middle one, or even a random one, or, how about the last element of a previously declared array. although then you may have to rename the language to evillang
