fix: keep file panel open during collaboration

Similar to #1644 the file panel menu was closing itself when an update to the selection or document changed. Which can happen on every keystroke during collaboration.
This splits up the logic such that the filePluginState can now implicitly close the file panel menu, if it no longer returns a block (this allows maintianing what menu was open across transactions).
