[SF][SelectDialog]: [A11y][Dialog title is marked as H2]

Describe the bug

For the SelectDialog, the dialog title is marked as H2, but it should be H1 or a property to change.

Reproduction steps

1. Login using URL and instance.
   https://qacand.qa.hr.cloud.sap/login
   CDC04H/cgrant/pwd
   In case password was changed, try pwd/pwd1
2. Navigate to Goals from module switcher -> Click Development Goals Tab and Click Create Goals.
3. Click on Create from Roles and Create from Interests buttons.
4. Turn ON screen reader. Press Insert+f6 for headings list.

Expected Behaviour

Dialog title 'Create from Interests' should be marked with correct heading level 'H1'.

Hi @CharliDong

h2 is the intended heading level, as a dialog usually shouldn't contain the main heading of the page (h1). I also checked the specs and SapUI5 implementation and there doesn't seem to be a way to change the aria level either.

So, for this to be implemented this request would need to go through the Inner Source process and be synchronised with the SAP Central Design team first. Please raise a BLI to the central design team and include the ticket number here for reference.

The A11y team has identified a discrepancy in the heading level between the Dialog and Select Dialog components; the former uses an H1 title level, while the latter uses an H2 title level, which may not adhere to accessibility standards.

You're absolutely right - it appears I was referencing outdated specifications in this case. We will change the heading level to h1 and offer a way to customize it.
