GitHub has exceptionally little documentation on this new feature, so consider this a trial. I think that leaving a directory "ownerless" will mean that nobody will be automatically listed as a reviewer and that it will ignore the owners WRT blocking merge. I didn't list myself as the default owner for everything because I believe it would add me to any PR that didn't match a more specific pattern.
