Support writing Parquet with modular encryption

Tracking issue for https://github.com/apache/arrow-rs/pull/7111. Part of #7278.

Add support for writing Parquet files using [modular encryption](https://github.com/apache/parquet-format/blob/master/Encryption.md). This covers the low-level API where encryption keys are directly specified per column.
