Steps:

• Make a PR to update CHANGELOG.md: Add CHANGELOG for 0.49.0 #1350
• run cargo release
• verify the new release is on crates.io: https://crates.io/crates/sqlparser/0.49.0
• Make ticket for next release: Release sqlparser-rs version 0.50.0 #1349
