Support Substrait VirtualTables #10530

Is your feature request related to a problem or challenge?
I'm working on Spark -> Substrait -> DataFusion conversion, and as part of it we sometimes, especially during testing,use Substrait's VirtualTables (ie tables with data built-in rather than read from a source).
Currently however reading those VirtualTables into DataFusion fails with NotImplemented("Only NamedTable reads are supported")
I'm working on a PR to add the support.
