Create a branch for StringView / BinaryView development #10961

Is your feature request related to a problem or challenge?
As part of #10918 we are adding StringView and BinaryView support to DataFusion
However, doing so requires upstream arrow-rs support apache/arrow-rs#5374 that is not yet released for example apache/arrow-rs#5893

In order to avoid blocking further development, I would like to make a long lived "feature branch" in the datafusion repo that we can merge incremental PRs to
