Description of PR

Draft PR to make turn AAL default ON.

Prerequisite PR's:

• readVectored(): HADOOP-19394. Integrate with AAL's readVectored().  #7720
• auditing: HADOOP-19365. AAL support for auditing. #7723
• SSE-C: HADOOP-19587. SSE-C integration changes #7738
• IoStats: HADOOP-19559: S3A Analytics-Accelerator Add IoStatistics support #7763 [WiP]

Only AAL tests being skipped now are 1/ Anything that needs IoStats support, this will be fixed in the IoStats PR. 2/ Anything that reads a file, then overwrites it and then reads again. AAL's caching means the cache still has data from before the write.
