The default value of "spark.locality.wait.process" is error.It is "3000" in the code.
The same to "spark.locality.wait.node" and "spark.locality.wait.rack".

No, the current description is correct. The default value for spark.locality.wait.process is the value of spark.locality.wait, not 3000. The default for spark.locality.wait is 3000, but that is different from what you're saying.

Yeah - the existing documentation is correct here, I think.

### What changes were proposed in this pull request?

This PR cherry-picks the partition evolution commands to Spark 3.2.

### Why are the changes needed?

These changes are needed to support partition evolution in Iceberg.

### Does this PR introduce _any_ user-facing change?

This PR adds new isolated commands that will be supported only by Iceberg.

### How was this patch tested?

This PR comes with tests.
