[Flaky Test] Windows-Static-Runtime fails after mkdir #13950
Description
The Windows-Static-Runtime tests have been failing intermittently with odd errors:
Run tests/scripts/task_config_build_static.sh build
+ BUILD_DIR=build
+ mkdir -p build
Error: Process completed with exit code [12](https://github.com/apache/tvm/actions/runs/4142129155/jobs/7162436489#step:4:13)7.
It started consistently on main in 142ea59 but appears unrelated to that PR since it reproduces on that commit on a fresh run.
