Enable release mode build tests in CI
Motivation:
Some errors do not show up in debug builds. Enabling release mode builds improves the CI coverage.
Modifications:
Add a new workflow for release mode builds and enable it in the pull requests workflow.
Result:
The CI performs release mode builds to test pull requests.
