Description
The shorter the prefix you are trying to claim, the more work it should cost. Likewise, the more it should cost to extend its lifespan.
This change may require us to separate Units into WorkUnits (how much mining needs to be done) and LoadUnits (how much it affects target units for fees...we want to charge the user more but it should't affect algo determining load we are processing).
