Maintenance: remove unused & broken workflow

Summary

One of our scheduled workflow is broken and, when run once a month due to its schedule, it fails consistently.

We should remove it since we are using other means to achieve the same goal.

Why is this needed?

So that we can reduce noise for maintainers.
