Reverting the PATH for cfnbootstrap

Description of changes

• Reverting the PATH for cfnbootstrap venv as
  • this is applied to all the Users in the cluster
  • Any user doing a pip will install packages in cfnbootstarp venv

Reverting #2729

This reverts commit d086657.
