What?
This PR reverts changes done part of checkout-4752 to fix override of custom css for merchants e.g HessToyTruck.
Why?
The CSS refactoring would override merchant custom CSS and is dependent on merge of webpack/mini-css-extract-plugin#459. For now reverting this PR.
Testing / Proof
Unit Test and UI suite.
