The GitHub Actions that publishes a container image for RHF is failing in recent commit: https://github.com/cloud-hypervisor/rust-hypervisor-firmware/actions/runs/8188441628/job/22392941449. It seems to be some of used actions are old, and the action does not have enough permission to write GitHub packages.
