Fix dangling directories stored in the cache folder.

What is this change about?

This is to fix dangling directories in /var/vcap/data/rep/shared/garden/download_cache/
(cloudfoundry/diego-release#558)

What problem it is trying to solve?

Some directories in /var/vcap/data/rep/shared/garden/download_cache/ will never be cleaned.

What is the impact if the change is not made?

Some old folders exist in /var/vcap/data/rep/shared/garden/download_cache/ occupy pretty much ephemeral disk space.
