Many pages don't have About the Scores section

Following the new r-shiny-template refactor (#171), the "About the Scores" heading, "Note", and scoring metric explanation below the plots doesn't show up on the opening page/default settings or on many following pages/selections. The heading and note turn up at some point; the metric explanations never seem to turn on. This seems to be because not all the server.R display logic is functioning correctly.

I only see this problem when running the dashboard in the docker container; a local Rstudio build displays the "about", "note", and score explanations correctly. Maybe a missing dependency in the docker container?
