This PR adds the A.M.P.A.S. license to the Academy mandated work and contributions.
The purpose of this is to clarify, explicitly, that the work mandated by the Academy was expected to be contributed under the License Terms for Academy Color Encoding System Components. This follows up the discussions in imageworks#17 where the various contributors have agreed to the license terms.
