Migrate from ghooks [deprecated] to husky?

@LinusU I merged this into 3.x. Assuming tests pass, it should be ready to go.

For reference, there are a few steps we need to take for husky to take over from ghooks.

For commitizen developers, you need to do the following:

1. rm -rf .git/hooks
2. rm -rf node_modules
3. run npm install.
