What do we need from the new interface?

1. Ability to specify residuals per pole for the multi-shift solver.
2. Use a different operator for subsequent polishing than was used for the initial solver (for HISQ).
3. Solvers should return not only solution vectors, but a measure of their accuracy (the norms of the residual vectors, for example).
