Add full gd support on Windows

What does this PR do?

Add full gd support on Windows (libjpeg, libpng, libwebp, libavif, freetype), and related patches. Fix #429

• libpng support
• libjpeg support
• libavif support
• libwebp support
• freetype support
• PHP <= 8.1 support
