Cosigning of charts is currently broken - this is due to the gitlab mirror (which is used for releasing charts) depending on a now broken cern gitlab ci template. The template will push charts fine but fails to sign them okay.
This PR drops the dependency on this and implements the logic to push and sign the charts ourselves.
