Added multi-arch support into CI. Cleaned up the Makefile and modified the CI script and Dockerfile. Since we rely solely on the CI for building the multi-arch images, the related Makefile targets were removed as they weren't being used.

This PR adds support for multi-arch support into the CI script.
The Makefile has been refactored and the Dockerfile now accepts
TARGETARCHargument.
