build: update rust to 1.80

Issue being fixed or feature implemented

What was done?

1. Updated Rust to most recent stable version (1.80).
2. Crates inherit package-level rust version.
3. Added scripts/update_rust_version.sh script to quickly update rust version.
4. Dockerfile and github pipelines detect rust version automatically, based on rust-toolchain.toml file

How Has This Been Tested?

Github Actions workflow must pass.
