Refactor UI for SSR

A better long-term approach is to have the UI follow Svelte's recommendation for deploying the frontend with SSR. This will be a big change will require the following:

• Updating all routes to be server rendered where appropriate
• Updating all docker images to deploy both the UI and backend as separate processes and use nginx as a proxy/router
