Throwing error if quickly login into dashboard before completion of the CICD installation #2571

Describe the bug
If you install devtron with cicd and quickly login into dashboard before completion of the installation - in that case if you install cicd from UI, then the error coming.
To Reproduce
The user Install devtron
User quickly login the dashboard
then install CICD if not installed
Expected behaviour
Either we should block user to login into dashboard until devtron is not installed fully or we should show cicd card as installing.
Current behaviour
User installing devtron with cicd and quickly login into dashboard before completion of the installation - in that case if you install cicd from UI, then the error coming.
