Allow users to ask for retry/reboot when using XHarness CustomCommands

Context

When user is running custom XHarness commands and they spot an infra issue (e.g. app install is timing out), they need to be able to request infra retry+reboot which resolves this issue.

Goal

Add bash and PowerShell means to request infra retry/reboot which users can call when needed.
