Customer Impact
Symlink for host gets created in wrong location (/usr/local/bin) instead of (/usr/bin). Customer issues: dotnet/runtime#61849 and dotnet/runtime#62208
We've fixed this in 7.0: dotnet/runtime#62455 and #8238
Testing
Built and tested RPM packages on affected platforms.
Risk
This is an infrastructure change that adds option for consuming repos to overrider one property. It does not affect Arcade packages at all. Follow up change, a backport of dotnet/runtime#62455 will use this new functionality.
