[AspireE2E][GB18030] Can't create Aspire project that named as Chinese characters using Aspire new

INSTALL STEPS

1. Clean machine: Win11 x64 24h2 CHS
2. Install SDK 10.0 Preview 7
3. Install Aspire 9.4.0-cobra
4. Install Aspire CLI

REPRO STEPS

1. Open CMD, create an Aspire App using following commands:
   aspire new
2. Select a template
3. Type the project name as 项目1

ACTUAL
Can‘t create the project due the project name is invalid

@mitchdenny This issue is reproduced on both Aspire CLI 9.4.0 and Aspire CLI 9.5.0-preview.

Hrm, OK I can reproduce it now. I'm not sure why I couldn't reproduce it before. I'm suspecting a side effect of the build process I used. Regardless this is definately a bug. Thanks for reporting it.
