Ensure methods recognized as illink intrinsics are annotated

This is not strictly necessary since illink is going to warn when arguments are not understood (or do the right thing otherwise), but we might have other tools that also look at them (E.g. the Roslyn analyzer).

E.g. some of these methods are (I'm annotating them):

#56628 should be the last change needed to fix this. I went through all the intrinsics in linker and they're all annotated (except those in #56628).
