Clarify desired platform attributes on Process types

In #68432 (comment) @eerhardt raised an issue about an inconsistency in the process platform attributes. Specifically we're missing SupportedOSPlatformAttribute("maccatalyst") on Process.PrivilegedProcessorTime

#61507 added most of these @akoeplinger @simonrozsival -- perhaps you can take a look?
