[NativeAOT] Update help links for RequiresDynamicCode warnings and error messages

MissingInteropDataException and MissingMetadataException messages have links to the .NET Native for UWP content that is not accurate. We need to update these to point to NativeAOT specific content.

Do we actually need both these new internal exception types? Should we replace them with PlatformNotSupportedException
