Remove
DLLIMPORTGENERATOR_ENABLEDdefine and associated code fix. Now that we have the forwarding via partial extern in and we've been able to switch runtime libraries over to it, this define is no longer useful.@AaronRobinsonMSFT @jkoritzinsky
