Finish optional SDK workload composition #12901
Description
This Epic tracks the work needed for workload "composition", ie hooking up the right assets from a workload once they are installed.
This spec covers a lot of the details for how this will be implemented: Workload resolution in MSBuild

- Project system - Trigger in-product acquisition based on MissingWorkloadPack items (also tracked by Epic Optional Workload Acquisition #14957)
- Create validator for workloads to make sure that they follow the right format and guidance #22224
- Workload commandline resolver (optional for .NET 6)
- Add caching for workload resolution, and enable by default
- Fall back to preview feature band when there is no current workload manifest matching the current SDK #18489
- Honor the workload installation record when doing workload resolution
