The non-portable rid needs to be added to the trimmed down rid graph

dotnet/sdk#34279 is introducing a trimmed down rid graph that the .NET 8 SDK will use by default.

The non-portable rid that is built by source-build must be added to this graph.

The top level comment on the sdk PR gives some information on how the rid can be added.
