Create tooling to compare final .zip / .tar.gz from VMR and Installer

• Compare which files are present and which are not
• Compare assembly versions of dll's in the sdk archive
• Track expected differences

I couldn't figure out the best area label to add to this issue. If you have write-permissions please help me learn by adding exactly one area label.
