Create build and release pipelines for the elastic agent shipper #74

Related to the meta issue elastic/elastic-agent#592
Steps:
- expand build implementation to generate platform based binaries Expand mage and add build options #73
- align to stack versioning
- update/expand .CI setup
- update infra repo, add shipper as new unified release manager artifact (https://github.com/elastic/release-eng/issues/268)
