Using the `cargo-native-static` build option will force `openssl-sys`

To source scripts in PowerShell you must use the `.` operator. Unlike bash, `source` is not supported.

Since problem was discovered with ABI, we're building 1.63.0.1 and this PR is replaced by #135 |
