ci: Add release checker

[tore-espressif]

With this GH workflow we get a summary of all components in this repository. When was the latest release and whether the component was modified but unreleased.

ToDo:

• Revert deploying from all branches

If it proves to be useful also for other repositories, we can refactor to a proper GH Action.
