This looks good! I confess the address whitelist logic is a little harder for me to digest but from my comb over it seems good. Of course wish there were easier ways to test but probably the easiest way to test is trying it out in dev/prod.
Anyway, assuming we sanity check in dev / prod or add tests this LGTM!
