Update chain.rlp and related test vectors #386
Description
The current chain.rlp includes some blocks with withdrawals, which do not have monotonically increasing indexes. This should be fixed by ethereum/go-ethereum#26756, so the chain.rlp should be re-generated after updating the go-ethereum imports in the withdrawals branch of rpctestgen.
