This is VERY MUCH A WIP, but the idea is that we move the code as is out of the repo. I did it by publishing temp packages under my personal namespace, but those repo's could be moved into @pillarjs as is, and then we would just update this.
Also, I based this off the other branch I opened today (#3213) because that included breaking integration changes. I can easily change this to not include those if we decide not to land that PR.
