Hi, dear contributions,

Is there a plan to release v4?
And also the Webpack v5 just release and is there a plan to support the new version?

CRA 4 was released on October 23 https://github.com/facebook/create-react-app/releases/tag/v4.0.0
WebPack 5 support is being tracked at #9994
