Error on api 28: Didn't find class "android.webkit.SafeBrowsingResponse"

I'm seeing errors caused by 'Didn't find class "android.webkit.SafeBrowsingResponse"' when launching the webview on a Samsung Galaxy S9 running api 28. The problem does not occur when running an Android emulator running api 27.
